The Health Toxicological Information Service (HTIS)

is the department of the

National Institute of Chemical Safety

that was established in 1 January, 1998

The operation of the Health Toxicological Information Service (HTIS) is regulated by Public Act No XXV of 2000 on chemical safety, and by Health Ministerial Decree No 44 of (27 December) 2000 on substances and preparations dangerous to human health or the environment and on activities undertaken with them.

Administrative tasks:

– Collecting, processing and systematising toxicological, public health and clinical data on dangerous substances and dangerous preparations and registering them to the database of the Chemical Safety Information System.
– Collecting and processing of health care data on cases of poisoning and compiling an annual report according to the Public Act No XXV of 2000 on chemical safety, to the Health Ministerial Decree No 44 of (27 December) 2000 and to the National Statistical Database Program (OSAP) ‘Report on human poisoning cases’ (Reg No: 1570). The report has to be sent to the Central Statistical Office, to the Ministry of Health, and to the Office of the Chief Medical Officer.

Providing information:

Upon request regarding the dangerous substances and dangerous preparations in its database, the Health Toxicological Information Service provides information 24 hours a day for the protection of human health or the environment, to

– those providing first aid and medical treatment to poisoned people, to the extent necessary to provide proper medical care,
– the National Public Health and Medical Officers' Service,
– occupational safety and labor safety supervisors, to promote the prevention of accidents at work,
– the armed forces, law enforcement agencies and the national security service, for drafting plans for the prevention of chemical catastrophes and contingency planning and for the containment of the consequences of such accidents,
– the law court, the public prosecutor’s office, the police and forensic experts,
– the authorities responsible for the
protection of the environment, nature conservation and the management of water resources,
– the authorities responsible for plant protection and animal hygiene,
– the public to prevent poisoning, to the extent necessary for providing non-professional first-aid,
– business entities, their representative organisations and any other applicant, regarding issues related to toxicology. For business entities a charge is payable, according to Annex 14 of the Health Ministerial Decree No 44 of (27 December) 2000.
